        Summary: Create functional pom for each module in head  (was: Create Pom file for each module in head)
    Description: A working pom should be created for each as module.  This means all main and test code compiles, tests run where applicable, and appropriate artifacts (jars, etc) are generated.  (was: Need to port the pom files from from the svn copy over to head.   Will need to update the pom's with recent changes made by developers.

(e.g. recent changes to webservice))
