Steve brought up the issue of not being able to use intermodule dependencies without installing the modules.  In other words, you should be able to make a fix in one module, and then be able to use the fix in another module without installing the first module.
Also, you should be able to run a mvn compile of a multi-module project with inter-module deps with an empty repository.
