www.codepress.org has nice features for most of this, it is possible (I tried it) to create a very simple rule grammar. 
However, content assistance like the IDE is not so easy. What may be more doable is a tree like widget where you can explore facts/fields, and then select operators/constructs from another list (kind of like a helper UI that 4GLs had many years ago).
