      Description: 
Revise portal portlets that use identity modules API for:
- Creating / Removing users/roles
- Reassigning user/roles

As for different implementations some of such operations may be simply disabled those portlets must not blow up when exception is returned. So instead of going out of service simply inform the user about failure.
