Add a client and server shutdown test

We should add a client shutdown test which starts a jms client in it's own VM, creates some connections, does some stuff, then closes the connections, then attempts to exit from main() so the vm should shut cleanly, then check that the vm exits cleanly.

There have been reports in the past that the vm does not shutdown because of daemon threads preventing it.
