BRLContentHandler trying to expand rule even when no DSL present in the rule (only in package)

If a DSL asset exists in a package, it will try to expand all BRL rules - should only do so when it detects a DSL sentence is used in a BRL rule. 
The logic for detecting DSL presence should be moved from the BRDRLPersistence to RuleModel (and unit tested).
