It actually has not much to do with the ':' in the name. It has to do with how Oracle deals with empty strings being considered null. Basically, the query used to retrieve objects with a null path in PersistentPortalObjectContainer results in Oracle returning the root for dashboard which results in the query for dashboard: never returning null, thus dashboard is never created but aliases to root.
