User has to change layout twice for it to take effect

When a users clicks "Edit Page" for a page in their Dashboard, there is an option on the edit page interface in a section called "Theme and Layout" labelled "Choose a Layout".  When the user selects  a different layout the page layout interface is not updated to show the  appropriate regions for the new layout.  The new layout has taken effect, because you can go back to the dashboard page and see the updated layout.  It seems that the UI is just out of sync.
