Fer - want to take a look at this one? 

In each "feature" - there is a map that is used to track what assets are open (via using UUID as the key) - I guess if the package one looked in the map for the "rules" feature, then it would know it is open - and either switch focus to it or pop up an error that it is already open.

My only concern is that at the moment all the "features" - eg Info, Packages, Rules, Admin, Deployment are all completely decoupled in the GUI - so this has to have some design thought put into it (please consult me).
