Jira has this sort of thing - you basically have some static text (say in a label) and then you click on it and it becomes a text area. When its displaying as a label, you can also highlight stuff dynamically (eg keyword highlighting).

A more full rich text editor would mean a keyboard listener - and echoing the chars into the label - but not sure if I should go that far.

This is an interesting "weekend" project.
