This should be very little work to do. I do actually maintain our own internal maven repo so that we can use jbpm in our seam projects and I publish the jbpm artifact to our repo. All you do is upload it with some files attached to it. For now that is done without a proper pom that defines the correct dependencies  but it is still better than nothing. To do this work easily it might be enough to add it to the jboss repo and tell people to reference it in their pom.xml or settings.xml. If desired I can help with that...
