This has been resolved.

1) All privileged blocks now run under the AccessControlContext of whoever created
the ClassLoaderPolicy

2) The RuntimePermission("createClassLoader") is required to create or register
a ClassLoaderPolicy, and to retrieve the ClassLoaderSystem singleton.
