I can't access dev24, so I can't test this myself in the state environment.

Suspect this was a timing issue. I've updated the test configuration so it will execute the cluster merge more quickly and the test will wait longer before checking the merge results.  The speed of the merge isn't what's being tested here.  Martin, if you still see issues using next week's 4.2.0 release, please re-open.
