There are three levels of caching/blacklisting
1) At the classloader level for local caching
2) At the "import" level for the whole import/delegate group
3) At the "domain" level for importAll

These are all controlled by two flags on the ClassLoaderPolicy
isCachable - whether things should be cached
isBlackListable - whether misses should be cached
