If the portal user has "Dashboard" permission to a page, then the "Dashboard" link in the upper right of the page is missing.

If the admin gives the "Dashboard" permission to a user, then they can no longer see the "Dashboard" link in the upper right side of the portal.  I was able to see this effect by assigning the "Dashboard" right to a user for the "default" page in the "default" portlet, and then signing in as that user.
