I've review this and I think the implementation is wrong, the otherwise should be hooked into hte agenda and working memory actions now fireallrules. I'm still worried the intracacies of this feature.. I'll leave it in for now, but would rather we didn't document this until I'm happy with it, which may not be for 4.0.
