There is a race condition in message redistribution which can sometimes cause messages to get stranded on nodes with no consumers.

I will be implementing a temporary fix for this which will give functional correctness, but message pull throughput will be limited by the stats send period in certain cases.

A better fix for this is more involved and will be completed in 1.4.0.
