ServiceMBeanSupport should ignore duplicate create() calls

ServiceMBeanSupport.jbossInternalCreate() should promptly return if it's being asked to make an invalid state transition.  The other jbossInternalXXX methods all do this.  The fact that this isn't done in create is the fundamental cause of the parent issue.
