Import drl file option should merge and version existing assets

When importing drl file, BRMS tries to merge the the package if the package in the imported file already exists in the repository.
This package merge seems to add new assets from imported file but skips any asset if they already exist.  Skipping existing assets causes the modification on it in the imported file to be lost. Instead of skipping, import should version the existing asset and merge it.
