Create pluggable SPI to decouple cluster module code's use of JBC from the impl.

This really means HAJNDI; the other cluster module JBC uses are already loosely coupled: DistributedState (which is an interface with a single class implementing it) and the CacheManager, which is also a single-class impl of an interface.
