        Summary: Refactor dependencies and build setup.  (was: Remove old dependency management stuff and use Ivy)
    Description: 
The standard ant jars should be in a separate location from the other dependencies, instead of putting them both in tools/lib.
The old greebo dependency management stuff is not used and should be removed.
Ivy can be used to download remote dependencies, and these can be removed from the lib directory.
