Change the portlet instance preferences to use the URL for Paris, with Centigrade instead of Farenheit:

http://xml.weather.yahoo.com/forecastrss?p=FRXX0076&u=c

The portlet displays the temperate values in centigrade, but with the symbol `F'.  E.g., if the temperature is 5 degrees C, the portlet says 5F.

Looking at the RSS feed in the browser, it appears that it supplies the correct units:
