The portlets are made to be configurable, we don't want to end up with tons of configuration we want to keep the highest flexibility.
To achieve that flexibility we use jBPM you can use any workflow (even the one we will never think of).
So a) is not possible
b) that's what the documentation is for ;) the preferences are usually for end-users anyway, not for the developers.
The default settings depends on needs... You can change for *your*portal.
OOTB settings are set so that it's easy to start with.
