Added 2 more properties to the TcpDelegatingCacheLoader :

timeout (timeout, in millis, after which to give up attempting to communicate with the TcpCacheServer)  Defaults to 5000ms.
reconnectSleepTime (in millis, how long to sleep between retries attempting to reconnect with a disconnected TcpCacheServer).  Defaults to 500ms
