4.2.x fix to get HA Singleton election policies working in heterogeneous topologies

HASingletonElectionPolicySimple is just getting the current view from HAPartition and making 
a decision based on that, ignoring the fact that the service it's managing may not be running 
on all members of the cluster. 

This JIRA is to track the fix for this in AS 4.2.x
