Move to CR1, as I don't want to introduce another wrinkle just before beta4.  My main concern here was that with the movement of cluster-beans.xml into a deploy/cluster dir that ears/ejb jars with names lexicographically before "cluster" would deploy before the needed clustering services.  Experiment shows this not to be the case, so I feel it's ok to defer this.
