There is this class called junit/extensions/TestSetup. It is currently used in AS testsuite to do one time deployments. If there are not regular per-test setup methods, then only the per-testsuite methodsw will get called. I think we might be able to leverage this feature in portal test suite using junit perf. We may have to modify super classes. For example in CMS case, this will be AbstractCMS test cases.
