I'm addding a feature request to constrain sessions on the server.   I was going to change this jira to match the session request, but this feature seems to stand on it's own.  

Clarification of this feature.  This feature seems to allow quotas for a specific user or a specific group of users.  I would suggest that this feature be geared off of the security group perqueue.  I would suggest that this feature be a security feature for the queues.  When we define the security constraints for a queue, you could also define quota's for users for specific queues.
