The default configuration is not meant to provide clustering support.  If you want to argue that it should provide all the jars but just not deploy any services, please open a thread on http://www.jboss.com/index.html?module=bb&op=viewforum&f=155 . There's a chance you can convince me, but others who may have opinions will see a forum thread and very likely won't see this JIRA.
