This is expected in the out of the box portal
The model let you create a many sub-pages as you want.
The bar only gives you access to 1 level of sub pages (up to xyz).
It is left to the portal end implementor to give access to those subpages if he needs to. This can be done through the catalog portlet. It could also be just links from some portlets.
