Create an SPI for the clustered web session manager's interaction with JBoss Cache, and then extract the actual implementation out of the AS.  Allows replacement implementations to be integrated into the AS as JBC will likely continue to  evolve more rapidly than the AS.

Part of an overall effort to loosen coupling of core AS usages of JBC from JBC itself.  Similar thing already exists for Hibernate usage of JBC, and the next iteration of EJB3 SFSB caching has a similar design.
