Downgraded to minor, because we only block on multicast messages, but credits are sent as OOB *unicasts*, so an OOB unicast CREDIT message from B will always be able to pass a multicast blocked on B, because the latter acquires the lock for B in NAKACK, whereas the former acquires the lock for B in UNICAST !

We will still have to fix this, but it is not that urgent anymore
