Properly handle cleanup of clustered web session persistent store

At undeploy/deploy, make sure the contents of web session cache's persistent store are correctly handled; i.e. that invalid old data is not brought into the cache when newer data is available.

This is a container issue; will create subtasks for different configuration possibilities that effect the handling.
