Hi
I am using JBoss Portal 2.6.4-GA .
For an user with Admin role, using the Admin UI  for the Admin Portlet, the portlet instances should be listing all the portlet instances but instead its only listing the portlets that the admin user is assigned to.
Example. I have a portlet instance A where user B has a view access. For and Admin user, when Admin logins the portlet instances A is not listed under the Portlet Instance tab. Is that how its suppose to be ? Cauz admin users should be able to see everything.

Admin user only sees that portlet Instance A in the portlet instance tab only if i give access to the admin user explicitly( view and Admin previleges )

Steps to re-produce:
1. deploy a portlet
2. login as admin
3. go to the Portlet Object tab and create a New instance of the portlet.
4. On the newly created instance go to the Portlet Instance tab and set the Security to  to allow View access to a  Role User for example.
5. now you go to the portlet instance tab or logout and login again the newly portlet instace we created in step 3 is not visible in the portlet instance tab.
