It would be nice to have country code too implemented in CMS locale customization. For eg., Chineese have two distinct locale based on [Language Coe + Country Code]. It can be zh_CN or zn_TW for Simplified Chineese and Tradional Chineese. So CMS should be able to support this kind of combined locales too.
