It was recommended that the build should be able to run without requiring the user to have maven installed locally. (http://lists.jboss.org/pipermail/jboss-development/2008-March/011527.html)
In other words, the app server build should have it's own maven installation. So a maven (2.0.8) installation will be checked into tools/maven, and some changes will be made to the build.xml to use this copy of maven by default.
