Currently, the deploy folder has two security files  (security-beans.xml and security-policies-service.xml).  We need to create a folder in deploy called as security  (similar to messaging) and move all the security related config files to this folder.

Ensure that the testsuite configs  (src/resources/test-configs) are updated accordingly as well as cts config.
