Fixed the run.bat by not passing -Djava.library.path="path;..." to the JAVA_OPTS because -Djboss.java.opts
quotes them once more resulting in bogus command line passed to the java.exe

This is very problematic BTW, and it will break posix as well.
One can try by setting JAVA_OPTS=-Djboss.foo="some value" and executing run.sh
