Creating on the behalf of a customer.

Problem: urls decoded incorrectly despite:
* All pages written/encoded in utf-8
* Header set to utf-8
* URIEncoding="UTF-8" in the 8080 connector
* response.setContentType("text/html"); and response.setCharacterEncoding("UTF8"); 
* No filters in place
