JBossWebMetaData merge should ignore web.xml runAs absence as it can be in the annotation

Currently the JBossWebMetaData merge is throwing a runtime exception when there is no run as role specified in web.xml for a particular servlet. It is possible that the servlet class is defining a @RunAs annotation and the web.xml definition for run as may be absent.

Let the JBossWebMetaData assume a placeholder for the runas role. A merge with the annotation metadata will yield the proper final JBossWebMetaData.
