The tomcat/src/resources/war-deployers-all-beans.xml is a bit of legacy cruft from the days when the 4.x JBossWeb service needed a dependency on JBoss Cache in the 'all' config.  There is no such dependency in 5.x, and there is no actually difference between the war-deployers-all-beans.xml file and the war-deployers-beans.xml file.
