This is available: you can create a new asset in a package of type "spreadsheet decision table" - you then upload it, and there you go. its part of a rule package. 

Note this isn't quite the same as a drl import (the drl import is more one way) - but yes, it is confusing.

So there you go - already in there ! (perhaps not as obvious to find yet though).
