WSRPPortletURL parameter parsing does not always handle mode and window state properly.

In particular, encoded parameter values such as wsrp%3Aview (wsrp:view) is not appropriately decoded (though according to the spec, this is not required to be done). 
Also, WSRPPortletURL should properly convert WSRP modes and window states to Portal ones in getMode and getWindowState.
