New MCF Deployer does not handle loader-repository

The new JCA MCF deployer does not handle loader-repository config parsing.
There's this in ManagedConnectionFactoryParserRepository

 * TODO Need to add LoaderRepositoryConfig parsing

There's nothing in ManagedConnectionFactoryDeploymentGroup
or anything that would convert it to a ClassLoadingMetaData

Previously this worked because the old XSLT deployer would get parsed as a -service.xml
