JMS spec "A session must set the redelivered flag of messages it redelivers due to a
recovery.". When starting the pm after a crash, we must detect that it did not shut down cleanly before, and set JMSRedelivered for all loaded messages. Need to use a simple flag file to do this.

Otherwise we would have to set the flag persistently before every delivery and performance would be very poor.
