We should use isCacheable to determine how we get virtual file root.
e.g.
   protected VirtualFile getVirtualFile(URI uri) throws Exception
   {
      if (isCacheable())
         return VFS.getCachedFile(uri);
      else
         return VFS.getRoot(uri);
   }
