We should be able to configure VFS per instance.

e.g. instead of plain static usage: VFS::getRoot
user should be able to configure VFS instance:
 - vfs cache
 - nested jar handling
 - encoding
 - reaper
 - case sensitivity
 - memory optimization
 - ...

Current static usage should be backcompatible,
e.g. static singleton configured as it is currently
