TransactionImpl should aways store Prepare on the PersistentManager

We should aways record transactions when using prepare Transactions, even if using only NonPersistentMessages.

We should allow XA to finish the transaction in case of a server restart.

We will need to change the journal to allow empty transaction on prepare, and reclaiming shouldn't give up the prepareRecord until the Commit/Rollback arrived.
