Currently AnnotationMetaDataDeployer has to load the matching classes
since that's how MetaData creators work.
Hence it's the MetaData creators that need to change.

If creators would only need annotation value and owner's classname
the AnnotationEnvironmentDeployer could be configured to provide just that.
