CMS security console offers no way back if access is denied

when you access the cms security console with insufficient rights you get an error message ("Access Denied").

Concerning this behaviour there are two issues:
- The error message should be localizable. 
- The user should be able to return to the cms admin portlet and continue working. Right now the user has to log out before he can go back to the cms admin portlet.
